The job impacts of climate and blue economy policies in Madagascar
This report examines the potential employment impacts of climate and blue economy policies in Madagascar in a context of climate vulnerability, growing pressure on natural resources, and persistent labour market challenges.
ANTANANARIVO (ILO Info) – Prepared at the request of the Government of Madagascar, the study applies a Just Transition Assessment Model to analyse key policy scenarios, including aquaculture development, mangrove restoration, improved cooking technologies, and the evolution of the charcoal value chain.
The results show that targeted investments in the blue and green economy could generate up to 350,000 additional productive jobs by 2030, while supporting economic growth and environmental sustainability. The report also highlights the importance of skills development, social protection and inclusive labour market policies to ensure a just transition, particularly for women and young people.
