The Decent Work Country Programme (DWCP) for Ukraine 2026–2029 is the main planning framework for the delivery of ILO support to Ukraine. It outlines a medium-term plan that guides the work of the ILO in the country and has been developed in consultation with the Government of Ukraine, employers’ and workers’ organizations. The Programme supports Ukraine’s recovery, labour market reforms and European integration efforts.
Key labour market challenges stem from the impacts of the full-scale Russian aggression against Ukraine, including displacement, demographic decline, labour shortages, skills mismatches and growing social vulnerabilities. The war has disrupted businesses and institutions, reduced labour supply and increased barriers to employment for women, youth, veterans, internally displaced persons, returnees and persons with disabilities. At the same time, Ukraine’s recovery and EU accession process require stronger labour market institutions, enhanced social protection systems and more effective social dialogue.
The DWCP aims to address these challenges through areas where the ILO has key technical expertise to offer. The three priorities for the 2026–2029 programme are: 1) strengthening labour market governance and inclusive social dialogue, 2) enhancing labour and social protection for all, and 3) advancing decent jobs, skills and productive enterprises.
