Reflections of the Indian Information Technology Industry on EU Legal Migration Framework
This is a summary report of the meeting on the Reflections of the Indian Information Technology Industry on the EU Legal Migration Framework and Covid-19 measures. This meeting was organized by the ILO under the EU-India Cooperation and Dialogue on Migration and Mobility Project with participation from EU and the National Association of Software and Service Companies (NASSCOM).
The summary document includes reflections on the following:
(i) EU legal migration framework and covid-19 related measures
(ii) Industry discussion on existing challenges in the EU legal framework in the immediate and long-term
(iii) Recommendations to enhance high-skilled mobility of Indian IT workers in the EU.
This document also captures the key points and recommendations from the meeting.
IT workers are amongst the most sought after high skilled workers by the EU. NASSCOM is a recognised as a key body to engage with for the EU and therefore feedback on the fitness check findings was sought from NASSCOM.
The document captures the discussion that was held including current challenges and updates on covid-19 related short-term measures regarding mobility of third country nationals.
While acknowledging that the EU Legal Migration Framework works well for the high-skilled IT workers going to the EU, it raised issues of policy harmonization between the EU and MS, administrative hurdles and provided suggestions for the way forward to ensure greater coherence and flexibility to attract IT workers.
