Decision concerning the enhanced programme of development cooperation for the occupied Arab territories

The Governing Body:

(a) noted the information in document GB.355/POL/4 on the progress of the Office's emergency response plan and recovery programme to meet the urgent needs of Palestinian workers and employers and commended the Office's efforts in this respect;

(b) acknowledged the financial contributions already provided by Member States to the ILO's emergency response plan and recovery programme and called upon other Member States to contribute to ensure the full implementation of the programme, in close coordination with ILO constituents, to advance decent work and social justice for all Palestinians;

(c) encouraged all parties, in partnership with the ILO, to prioritize sustainable funding for the Palestinian employment programmes, including the Palestinian Employment Fund as the principal national umbrella for implementing decent work, labor-intensive employment initiatives, and entrepreneurship programmes;

(d) welcomed the plan to convene a resource mobilization meeting on the sidelines of the Governing Body at its 356th Session (March 2026), involving development partners, Governing Body members and relevant constituents, with a view to maximizing support for the ILO programme of work in Palestine, and requested the Director-General to reflect the outcome of the meeting in the Appendix to the Report of the Director-General to the 114th Session of the International Labour Conference on "The situation of workers of the occupied Arab territories";

(e) welcomed the ceasefire agreement and requested all parties to work towards peace and stability for an inclusive and sustainable recovery and reconstruction;

(f) requested the Director-General to continue providing his good offices to support the rights of Palestinian workers and employers and their access to workplaces, as well as to continue to address long-term priorities as highlighted in several of his annual reports to the International Labour Conference, such as the issue of social security funds and permit system reform;
