Over the past 20 years, conditions in the Samoan labor market have shifted, prompting a reconfiguring of policy and processes to support the development of youth employment. With
encouragement from the ILO, the Ministry of Women, Community and Social Development
(MWCSD), and the Samoan National Youth Council (SNYC), the Samoan government seeks
to create a National Action Plan (NAP) for youth employment.
The purpose of this document is to outline the priorities and objectives related to the next
five years (2016 to 2020) of Samoan National Youth Employment Policy and Plan of Action.
As defined by the MWCSD, the goals for this process related to youth are to: i)increase youth jobs to improve their livelihoods; ii) promote pathways to sustainable employment by building youth skills and opportunities; iii) and ensure a trained pipeline of talent for local economic and private sector activity
