Republic of Azerbaijan: Preliminary assessment of the Social Protection System

Measures have to be taken in order to maintain present relative benefit levels (replacement rates) necessary in order to avoid future old-age poverty, without upsetting society¿s consensus on the scheme¿s highly redistributive design, which has contributed substantially to poverty avoidance.
