The Northern Province of Sri Lanka has faced prolonged socio-economic challenges due to its historical conflict, high poverty rates, and systemic barriers to growth. While agriculture and fisheries are vital sectors in the region, inadequate infrastructure, limited market access, and socio-cultural constraints continue to impede economic development. The ILO has implemented various interventions through initiatives such as Local Empowerment through Economic Development (LEED), LEED+, and the Promoting Advancement of Vulnerable Persons and Enterprises (PAVE) project.
This publication explores the multifaceted challenges faced by vulnerable populations in Sri Lanka’s Northern Province, particularly women and persons with disabilities, in achieving sustainable socio-economic progress. Drawing from the ILO’s extensive on-ground experiences, it captures key challenges, achievements, success stories, lessons learned, and good practices. Furthermore, it highlights the importance of inclusive economic development, focusing on gender equality, disability inclusion, and social cohesion. The document also provides valuable insights and recommendations to inform future interventions fostering gender, diversity, and inclusion in post-conflict regions.
