Introduction:In Western Leyte the programme will be jointly implemented by FAO, ILO and Save the Children, spanning across the Food Security and Agriculture Cluster and the Early Recovery and Livelihood Cluster, directly supporting the Strategic Response Plan Objectives 1 and 3, by providing a full spectrum of complementary immediate and longer-term livelihood support to targeted small scale rice and corn farming communities, FAO will provide agricultural support through inputs and training on inter cropping and alternative agricultural subsistence. ILO will provide emergency employment for immediate income generation, along with tools and materials and later provide skills training on alternative non-agriculture livelihood activities and SC will provide immediate cash support to vulnerable community members who are unable to participate in emergency employment activities and will not receive agricultural inputs.

Education:
First level university degree in education, economics, development studies or social sciences.
Experience:
Two to three years of field experience in crisis response work or extensive project management capacity, including in all aspects of project development and execution. Field experience in community and organizational development work, community-based enterprise and value chain development, business-enabling skills, workforce development, skills training and enterprise and microfinance.
Languages:
Excellent command of English and good knowledge of local dialects.

Main duties and responsibilities:
Generic duties
- Review and analyse country specific development plans and priorities, socio-economic data, reports and other relevant information in the three major affected areas in Tacloban City (to cover eastern Leyte and Samar), Ormoc (to cover western Leyte], Northern Cebu/Negros Occidental and Calamian Group of Islands (to cover Coron and Busuanga);
- Identify potential technical cooperation project areas and provide written analysis on the findings to management.
- Contribute creative ideas for programme/project development and serve as senior national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives, project reviews and evaluation. Monitor progress of ILO programmes, projects and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
- Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
- Provide programming and administrative support to programmes and projects in areas of responsibility.
- Prepare briefs, background information, periodical reports, subject matter related technical reports and statistical data on status of programme/project activities.
- Assemble and edit basic data required for planning and negotiation of programme/project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements.
- Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.
- Assist in the development and maintenance of computerized information systems for use in monitoring and reporting on activities and performance.
- Handle fellowship programmes for specific projects, analyse and evaluate relevant budgets, objectives and activities, and initiate action as required.
- Participate in the preparation of conferences, seminars, workshops, training sessions and meetings. Speak on behalf of the ILO when attending these gatherings alone. Serve as a focal point for selected technical subjects and attend meetings, workshops and inter-agency meetings, and present reports and papers.
- Serve as public relations liaison and relations officer of the office and promote ILO activities. Draft, edit in, or translate into local language(s) news releases, official correspondence, statements and speeches and other public information material.
- Plan, organize and facilitate consultative meetings, seminars and workshops. Act as interpreter and participate in policy dialogue and technical consultations. Draft speeches and address meetings on behalf of the ILO.
- Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on programme matters.
- Undertake missions to project sites independently or accompanying other officials.
- Supervise the work of support staff and junior national officer staff.
- Perform other duties as may be assigned by the supervisor.
Specific duties:
- Coordinate and provide technical oversight to the activities related to skills development component of the project across 5 project sites.
- Assist each project team on the ground to identify and develop specific skills training programmes in consultation with relevant TVET training centres (TESDA affiliated).
- Provide technical inputs and regular monitoring over the organization and provision of the planned skills training programmes, including the organization of training-cum-production for the alternative income generating activities including provision of small equipment, tools and start-up materials; post-training support (e.g. job placement support, entrepreneurship training, linkage with relevant government Dept. or employers organizations and other organizations for their support for market access and funds) as well as TESDA certified training programmes for young people.
- Facilitate skills assessment and certification process, when applicable, with the partnership with TESDA.
- Provide orientation and refresher training for the project teams and partner TESDA and other TVET partners on ILO’s TREE and other methodologies (especially for identification of alternative livelihoods/income generating opportunities for fishing and farming communities and organizing community-based training) to ensure quality standards, consistency and coherence in the interventions across 4 different project sites.
- Consolidate data concerning the progress and impact of skills component of the project which will be collected from the 4 project sites and made them available for the overall project reporting.
- Liaise with TESDA (HQ, Regional Offices and Training centres) on a regular basis to facilitate smooth communication and implementation.
Education:
First level university degree in education, economics, development studies or social sciences.
