In a world facing disruptive changes, from AI to climate shifts, migration to informality, the ability to design smart, inclusive, and just policies have never been more urgent. That’s why the ILO Research Department is proud to announce our global training offer for 2026–2027 on Evidence-Based Policymaking (EBPM) for Decent Work and Social Justice.

Why EBPM?

Because good intentions are not enough. Policymakers today must navigate competing interests, data overload, shrinking budgets, and rising expectations. Our EBPM trainings equip them, and their advisers, with the tools, mindsets, and methods to translate research and data into policies that have real impact.

1. A Global Diploma Programme Diploma in Evidence-Based Public Policy | ITCILO

Five modular, hybrid courses:

• Evidence to Policy (Intro module)
• Research Methods for Labour and Social Policy
• Storytelling with Evidence
• Data and Labour Market Analysis
• Communicating Evidence for Policymaking

Culminates in the in-person From Research to Policy international course in Turin and Geneva

Designed for policymakers, researchers, and social partners worldwide

Accessible online with certification by ITCILO

2. Regional & National Trainings

• Delivered in Philippines, India, Mauritius, Ghana, Oman, the Caribbean, and more
• Co-designed with ILO Country Offices, ACTEMP, ACTRAV, and national institutes
• Localised policy challenges, tripartite dialogue, applied brief-writing
• Embedded in Decent Work Country Programmes

3. Training of Trainers (ToT)

• ToT rollouts in BRICS: India, Brazil, South Africa, Indonesia
• Build national ownership, peer learning networks, and long-term sustainability
• South–South learning and capacity building

EBPM Contributions to Master’s Programmes
