ILO Leader Programme in Uganda
The Federation of Uganda Employers (FUE) is part of the LEADER (Leading Employers in Action for Social and Environmental Responsibility) programme. Led by the ILO Bureau for Employers’ Activities (ACT/EMP), the programme works with employer and business membership organizations (EBMOs), strengthening their capacity to support member companies to improve environmental, social, and governance (ESG) practices. The programme supported FUE to better assist its members in improving their ESG performance.

Environmental, Social and Governance (ESG) State of Play in Uganda: Awareness, Practices, Risks and Opportunities. The study recommends developing an environmental, social and governance (ESG) policy framework to guide Ugandan entities, leveraging Federation of Uganda Employers’ (FUE) research, advocacy, training and partnerships, and collaborating with ILO ACCEL and PROSPECTS projects to strengthen ESG services, policy, education and business sustainability.

This national report provides a comprehensive analysis of the ESG landscape in Uganda, offering key insights into regulatory frameworks, employer perspectives on ESG risks and opportunities, sector-specific pressures, and the role of financial institutions in supporting ESG-aligned businesses. It highlights gaps in awareness and implementation while identifying strategic actions to enhance ESG integration. The report positions the Federation of Uganda Employers (FUE) as a key driver in advancing ESG compliance and fostering sustainable business practices, leveraging its research, advocacy, and training expertise.
