Ms. Caroline Mugalla is a prominent figure in East African labour and advocacy, currently serving as the Director, ILO Country Office in Dar es Salaam, overseeing operations across Tanzania, Kenya, Rwanda, Burundi, and Uganda. With a robust educational background including a Master's in Business Administration focused on Human Resource Management and a Bachelor of Science in Biology and Chemistry, Ms. Mugalla began her career in 2005 at the Central Organisation of Trade Unions in Kenya. Over the years, she held diverse roles encompassing gender advocacy, social dialogue, governance, and productivity, demonstrating her commitment to enhancing worker rights and representation.
Her pivotal role as the Executive Director of the East Africa Trade Union Confederation (EATUC) from 2013 marked a historic milestone as the first female leader of a sub-regional trade union organization in Africa, representing over 5.4 million members. Ms. Mugalla's leadership was instrumental in advancing social dialogue within the East African Community, advocating for labor policies, and mobilizing resources to support worker welfare. She has been recognized globally for her achievements, including accolades such as the 2015 CFC Bank Rising Star Award and features in international publications for her contributions to the trade union movement.
Currently, Ms. Mugalla continues to contribute significantly to global labor initiatives, serving on the World Economic Forum's Joint Trade and Labour Steering Group and as an Evaluator for prestigious international prizes. Her extensive experience and leadership in labor relations and policy advocacy underscore her dedication to fostering equitable labor practices and empowering marginalized workers throughout East Africa and beyond.
