The HIV epidemic in Paraguay has risen steadily in the past five years. Over 79% of those infected with HIV are in Asunción, the capital of Paraguay, and along the transport corridor that borders Argentina and Brazil. Starting in 2009, the truckers unions in Paraguay collaborated with the ILO to initiate the first-ever HIV interventions in the transport sector to reverse this alarming trend. With support from OFID, through this partnership, Paraguay developed a national transport sector strategy, and a transport sector specific training manual to eliminate HIV and gender-identity discrimination and to prevent HIV transmission.
