Zambia Reviews Employment and Labour Market Policy
Ten years ago, in 2005, the government adopted a National Employment and Labour Market Policy (NELMP) with the overall objective to create adequate and quality jobs under conditions that ensure adequate income and protection of workers basic rights.

However, ten years later, unemployment, underemployment, casualization and low levels of productivity remain huge unrelenting challenges.
During the opening session of the NELMP review consultative workshop on the Situation Analysis (SITAN), The President of the Zambia Federation of Employers, Mr. Tyson Chisambo advised that “any action towards job creation should be guided by proper elaborate policies”. Mr. Chisambo called on employers to participate fully as they developed a position
paper for the revised NELMP. Employer representatives’ ranged from small, medium to large enterprise owners and directors emerging
from various sectors of business such as mining, community service, trade and finance.
During the group work sessions, a number of priority considerations emerged including formalization of the informal sector, adoption of trade protocols that support the growth of local industries among many others. The employers underlined their role in creating jobs; however, they emphasized the need for government to facilitate for policies that will ensure an enabling environment for business.
The Ministry of Labour and Social Security has scheduled a wider tripartite plus consultative platform scheduled for 17th April, to review the SITAN and undertake priority setting for the revised NELMP.
