Youth Employment Project: visit to Khanty-Mansiysk Autonomous Region
20-22 May 2014. On 20-22 May 2014 officials of the ILO Moscow Office, Senior Employment Specialist Olga Koulaeva, Senior Employers’ Specialist Jelena Kocmur and Chief Technical Advisor Mikhail Pouchkin, visited the city of Kogalym, Khanty-Mansiysk Autonomous Region.

The objective of the mission was to discuss the ILO youth employment policy, Youth Employment Project and measures the project suggests to be implemented in the region, as well as the draft Youth Employment Road Map for the Russian Federation. The mission is also to contribute to the elaboration of consolidated youth employment policies, which is one of key priorities of the ILO-Russia Programme of Cooperation.
The agenda included meetings with social partners, municipal authorities, city Mayor, heads of KhMAO regional and district Public Employment Services, and LUKOIL representatives. The parties discussed situation on the local labour market and challenges in connection to youth employment, efforts made by educational and municipal authorities, in cooperation with LUKOIL, in order to improve quality of education and vocational training for young people, and best practices on youth employment in the region.
The visit’s last stop was LUKOIL’s production and distribution facilities in Kogalym, one of the core LUKOIL’s oil production sites. This also included workers’ living facilities, where the visitors were presented company’s standard of housing, health care, and leisure for employees. A visit was also paid to Kogalym public vocational college.
Summing up the mission results, Mikhail Pouchkin said that the partners approved measures suggested by the Youth Employment Project as pilots in KhMAO, namely local partnerships for youth employment and other programs, as well as the overall approach taken by the project to promote youth employment in the Russian Federation.
