Yemeni Experts Complete ILO-Supported Damage Assessment and Reconstruction Training

Sanaa, Yemen (ILO News)- The International Labour Organization (ILO) has facilitated a comprehensive Damage Assessment and Reconstruction Training for thirty experts from various government institutions in Yemen. This 200-hour online training, delivered by the Engineers Training Centre (ETC) in Jordan in partnership with the Arabi Center for Arbitrators and Experts in Yemen (ACPIAE) included eight detailed units covering both theoretical and practical aspects. The units addressed key areas such as Risk Management, Disaster Management, Post Disaster Needs Assessment (PDNA), Recovery, Reconstruction, and Development, Strategic Planning and Logistics Management, Strengthening Strategic Resilience Capacities, Employment Intensive Investment Programmes (EIIP), and Reporting on International Labour Standards.

Enhancing National Capacity

The training aimed to introduce international methodologies for damage assessment and reconstruction, equipping national experts with essential knowledge and skills to oversee recovery processes. The 30 participants, representing local institutions, engaged in a curriculum designed to:
• Enhance national capacity and address shortcomings in damage assessment and reconstruction project implementation.
• Strengthen the absorption capacity of national institutions for international assistance and development support.
• Contribute to a robust national warning system for better crisis and shock management by transferring gained knowledge and skills to a broader group of actors within government and non-government institutions at both national and sub-national levels.

Closing Ceremony and Future Initiatives

During the closing ceremony, attended by the Deputy Prime Minister for the Authorities in Sanaa, Mohammed Muftah, participants expressed their appreciation for the training, noting its alignment with Yemen’s recovery and reconstruction needs. The Deputy Prime Minister announced plans to establish a technical team from the trained participants to act as trainers within their institutions. This team will develop a work plan for Damage and Needs Assessment and integrate EIIP into reconstruction plans. Additionally, there are plans to establish an Enhanced National Crisis Management System to further reinforce Yemen’s resilience and recovery capabilities.

This initiative marks a significant step towards building a sustainable and effective framework for damage assessment and reconstruction in Yemen, ensuring that national experts are well-prepared to manage and mitigate the impacts of future crises.
