National Project Officer – Labour Market Reform (NOA)

Duty station: Kyiv
Contract: Fixed-term, 1 year from April 2026 (possible extension)
Application deadline: 31 December 2025

The ILO is recruiting a National Project Officer to support the implementation of the Productivity Ecosystems for Decent Work Programme and the Competitiveness for Recovery Programme in Ukraine. The role focuses on employment policy, productive employment creation, labour market reform and strengthening labour market institutions.

Key responsibilities:

  • Support day-to-day implementation of project activities.
  • Contribute to work planning, budgeting, monitoring and evaluation.
  • Provide technical support on employment policy and labour market reforms.
  • Coordinate with government, social partners, donors and UN partners.
  • Prepare reports, briefs, and support missions, workshops and consultations.

Required qualifications:

  • First-level university degree (economics, public policy, development studies or related).
  • Minimum 2 years of relevant national-level experience.
  • Strong analytical, communication and coordination skills.
  • Excellent Ukrainian and English.

National Communications Officer (NOA)

Duty station: Kyiv
Contract: Fixed-term, 12 months (possible extension)

The ILO Country Office for Ukraine seeks a Communications Officer to support visibility, media outreach, and communication for ILO programmes in Ukraine.

Key responsibilities:

  • Develop and implement communication and visibility plans.
  • Produce multimedia content, social media updates, newsletters and success stories.
  • Engage media partners, draft articles and press releases, organize public events.
  • Coordinate awareness-raising activities across ILO projects.
  • Manage digital platforms and support web content.

Required qualifications:

  • First-level university degree in communications, journalism or related fields.
  • Minimum 2 years of experience in communications or public information.
  • Strong writing, digital media and interpersonal skills.
  • Excellent Ukrainian and English.

Project and Finance Assistant (G6)

Duty station: Kyiv
Contract: Fixed-term, 1 year from April 2026 (possible extension)
Application deadline: 31 December 2025

The ILO seeks a Project and Finance Assistant to provide administrative, operational and financial support to projects under the Productivity Ecosystems for Decent Work Programme.

Key responsibilities:

  • Administrative and financial support for project implementation.
  • Assist with budget monitoring, procurement, travel and logistics.
  • Maintain records, draft minutes, prepare summaries and translate documents.
  • Support workshops, missions and communication updates.

Required qualifications:

  • Secondary education with relevant technical training; UN experience an asset.
  • At least 6 years of administrative or programme support experience.
  • Strong organizational, communication and IT skills.
  • Excellent Ukrainian and English.
