Uzbekistan strengthens national capacities to advance fundamental principles and rights at work

TASHKENT/TURIN (ILO News) - Two senior government officials participated in the Global Academy on Fundamental Principles and Rights at Work: Realizing Human Rights at Work for a Just and Equitable Global Future, held from 10 to 14 November 2025 at the International Training Centre of the ILO in Turin, Italy.

Mr. Dilshodjon Karimov, Director of the Institute of Poverty and Labour Market Research under the Ministry of Employment and Poverty Reduction, and Mr. Mehmon Nasrulloev, State Labour Inspector, joined participants from different governments, employers’ and workers’ organizations, and international experts.

Their participation was supported by the ILO’s RISE for Impact: Fundamental Principles and Rights at Work in the Cotton Supply Chain – A New Phase, A New Vision project. The project aims to enhance knowledge of cotton growing communities, tripartite constituents, farmers’ council and concerned civil society organizations on the five FPRW.

A comprehensive learning experience

The 2025 Global Academy provided an integrated learning platform addressing the promotion, protection, and realization of FPRW in the evolving world of work. Participants explored innovative approaches to preventing and addressing labour rights violations, strengthening supply chain governance and designing evidence-based labour policies.

The Academy covered a wide range of topics, including:

• The five categories of FPRW and their interlinked nature;
• New tools and approaches to eliminate forced labour, child labour, and discrimination;
• Ensuring freedom of association and the effective recognition of collective bargaining;
• Enhancing inclusion, diversity, and social justice in labour markets;
• Strengthening sustainable supply chains, with a focus on due diligence;
• Addressing emerging global challenges such as digital transformation, evolving forms of employment, and Occupational Safety and Health as a fundamental human right;
• The role of ILO supervisory mechanisms in identifying gaps and strengthening national labour governance systems.

Through master classes, elective sessions, policy labs, and practical exercises, participants gained new knowledge and hands-on experience relevant to their national contexts.

Strengthening Uzbekistan’s efforts to advance FPRW

By completing the Academy, the Uzbek participants strengthened their capacity to:

• Develop and implement integrated policies promoting FPRW;
• Support the alignment of national labour systems with international labour standards;
• Enhance enforcement mechanisms and labour inspection practices;
• Address and mitigate labour rights risks in supply chains;
• Integrate FPRW considerations into national programmes, policies, and sectoral development strategies.

Their new skills and knowledge will directly contribute to ongoing national efforts to promote fair, inclusive and rights-based labour practices, including within cotton-growing communities – a key focus of the RISE for Impact Project.

A step forward in advancing decent work

The participation of Uzbek officials in the Global Academy reflects Uzbekistan’s continued commitment to strengthening labour governance and promoting human rights at work. It also reinforces the close collaboration between the Government of Uzbekistan and the ILO in supporting decent work, social inclusion and sustainable development across the country.

The ILO RISE for Impact Project will continue to provide technical assistance, capacity development, and policy support to ensure that Fundamental Principles and Rights at Work are upheld across the cotton supply chain and beyond.
