Uzbekistan: household survey to measure informal employment
Tashkent, Uzbekistan: On January 17-19, 2023, employees of research institutes and representatives of social partner organizations of Uzbekistan took part in a training workshop on international standards of labour statistics.

During the group work, the participants were able to compare the extent to which national statistical instruments correspond to the international standards of the 19th and 20th Conference of Labour Statisticians and what changes need to be made to national instruments in order to ensure effective data collection and processing for decision-making at the policy level.
During the training, the results of the comparative analysis on the measurement of informal employment in the Household Survey (HBS) and the Household Budget Survey (HBS) were of great importance. Participants discussed which elements of both questionnaires should be changed to reflect international statistical standards. The summary results of the analysis of the LFS microdata obtained during the piloting of 7 added questions to measure informal employment in Q3 and Q4 2022 showed that the added questions can effectively calculate informal employment.
The results of the monitoring of working conditions in the construction sector (2022) were also presented. Then the participants of the training were able to practically study and apply the databases of respondents that were collected as part of the construction sector monitoring, create short reporting tables in Excel on employment, unemployment, informality, etc.
Based on the results of the training, a roadmap was developed, which includes further steps to harmonize the approaches used, improve the tools for collecting statistical data and bring them in line with international standards of labour statistics.
The training seminar was organized within the framework of the ILO project "Transition from informal to formal employment" with the technical assistance of Senior Statistician Vladimir Ganta, Department of Statistics, ILO Headquarters, Geneva.
