Uruguay ratifies ILO Convention No. 187 on the Promotional Framework for Occupational Safety and Health

GENEVA (ILO NEWS) – On Friday, 6 June 2025, Juan Castillo, Minister of Labour and Social Security of Uruguay, submitted the instrument of ratification of the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187) to the ILO Director-General, Mr. Gilbert Houngbo.

In depositing the instrument of ratification, Mr. Castillo indicated: “The ratification of the Convention reflects the country’s long-standing tradition of adherence to international labour standards, which serve as a vital source of legal protection for workers’ social and labour rights. This step completes the incorporation of the fundamental principles and rights at work contained in the 1998 Declaration into our legal system. Moreover beyond this key significance, Convention No. 187 provides additional support for the Ministry of Labour and Social Security’s current initiatives in this area. These initiatives are being implemented through a series of actions aimed at ensuring compliance with the National Occupational Safety and Health Policy and fostering a culture of prevention within the framework of social dialogue and tripartism. This ratification is therefore necessary and timely. “.

When receiving the instrument of ratification, Mr. Houngbo, declared: “I would like to congratulate the Government of Uruguay on the ratification of Convention No. 187 and its commitment to the fundamental principle and right to a safe and healthy working environment. With this step, Uruguay has now ratified all fundamental Conventions, demonstrating its commitment to international labour standards, social justice, and the continuous and sustainable promotion of occupational safety and health. I hope this ratification will inspire other countries in the region and around the world to follow suit in the near future, with the aim of preventing occupational accidents and diseases".

In June 2022, at its 110th session, the International Labour Conference of the ILO adopted the Resolution on the inclusion of a safe and healthy working environment in the ILO’s framework of fundamental principles and rights at work, which declared Conventions Nos 155 and 187 to be part of the fundamental Conventions.
