Uganda Labour Migration Information System (LMIS) Capacity Building Workshop Drives Effective Implementation
The workshop aimed to enhance the capacity of government officials and collaborating institutions in effectively implementing the Labour Migration Information System (LMIS).

Government officials in Uganda were trained in using their new Labour Market Information System (LMIS). This system will collect and share data on Uganda's labour market, including labour migration. The LMIS is expected to be launched by the end of 2024.
The four-day capacity-building workshop on data preparation and Extract Transformation Load (ETL) procedures, held from March 22nd to 23rd, 2024 in Kampala, Uganda, marked a significant milestone in the implementation of Uganda's Labour Market Information Systems (LMIS). Facilitated by the Ministry of Gender, Labour and Social Development (MGLSD) with the support of the International Labour Organization (ILO), Better Regional Migration Management (BRMM) Programme, the workshop aimed to enhance the capacity of government officials and collaborating institutions in effectively implementing the LMIS.
The workshop was attended by 38 individuals from the Ministry of Gender, Labour and Social Development (MGLSD) and various collaborating institutions, which included Data Managers from MGLSD, the Uganda Bureau of Statistics (UBOS), and certain line ministries responsible for labour market statistics and labour migration statistics. During the workshop, these attendees received training aimed at enhancing their capacity to convert data from standard Excel sheets to the SDMX format and subsequently upload them into the Labor Market Information System (LMIS).
The discussions facilitated the identification of potential gaps in the implementation of the LMIS. Participants actively proposed solutions to address these gaps, ensuring that the LMIS meets the evolving needs of Uganda's labour market. By fostering collaboration and knowledge sharing, the workshop laid the foundation for continuous improvement and adaptation in LMIS implementation.
In addition to the workshop sessions, the ILO initiated the installation of the Stat Suite, which is a critical component of the LMIS infrastructure, and a comprehensive software solution designed for receiving, storing, analyzing and disseminating statistical data and metadata. It provides a user-friendly platform for organizing, analyzing, and sharing statistical information, making it an essential tool for government agencies, international organizations, and other institutions involved in data management and dissemination. Moreover, technical knowledge transfer sessions were conducted to empower the IT management and operation team, ensuring the sustainable management and maintenance of the LMIS platform.
Looking ahead, participants agreed on a clear way forward to advance the implementation of Uganda's LMIS. This includes continued collaboration among stakeholders to address identified gaps and challenges, ongoing capacity-building initiatives, regular monitoring and evaluation, and engagement with relevant stakeholders to promote data sharing and utilization for evidence-based policy formulation and decision-making. Regarding the launch of the LMIS, it was agreed that all the institutions lead by the MGLSD will work together to ensure that the Uganda LMIS is functional before the end of 2024.
