Tripartite Advisory Committee advances policy action on informality in Armenia

YEREVAN (ILO News) - The third meeting of the Tripartite Advisory Committee under the International Labour Organization (ILO) initiative “Building the capacity of constituents to pre-empt the informalisation of work and promote the transition to formality in the context of a refugee crisis” took place on 11 November 2025 in Yerevan.

The meeting brought together representatives of the Ministry of Labour and Social Affairs, the Confederation of Trade Unions of Armenia (CTUA), and the Republican Union of Employers of Armenia (RUEA) to review ongoing project activities and to prepare tripartite constituents for the policy discussions on informality planned from January to May 2026. The initiative supports Armenia’s efforts to promote formal employment, particularly for displaced and vulnerable populations.

Participants were briefed on current activities, including the diagnosis of informality in Armenia and a survey on working conditions among platform workers, which will inform upcoming validation workshops. The meeting also introduced the structure and modalities of the tripartite thematic meetings that will focus on key areas such as care and domestic work, enterprise development, informality in agriculture and construction, legislation and policy coordination, digital capabilities, taxation and social protection gaps.

The Committee discussed draft concept note of the final phase of the project circulated among Advisory Committee members, debated challenges and emphasized the importance of collaborative engagement among the Government, employers’ and workers’ organizations. These discussions aim to culminate in a set of prioritized, actionable policy recommendations by May 2026, which can guide Armenia’s efforts to reduce informality and strengthen labour market resilience over the next two to three years.

The ILO team highlighted the importance of data-driven approaches, social dialogue and international and local expertise in shaping effective interventions. Committee members reiterated the value of tripartite collaboration in ensuring policies are inclusive, evidence-based and responsive to the evolving labour market context.

The initiative, launched in September 2024, continues to facilitate coordination, technical assistance and policy engagement to promote decent work and formalization in Armenia.
