On 23 March, as part of the programme of the traditional annual Russian Business Week, the Social Forum was held in Moscow on “Responsible interaction of business and government in the interest of social stability”.

The participants discussed the likely evolution of the current social situation and the role of social dialogue and partnership of business and government in overcoming the crisis; the improvement of the social security system; the development of social entrepreneurship and more active involvement of the private sector in the social field and other issues.
The forum was attended by president of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin, chairman of the Federation of Independent Trade Unions of Russia Mikhail Shmakov, Deputy Prime Minister Olga Golodets, Minister of Labour and Social Protection of the Russian Federation Maxim Topilin, senior managers of the leading Russian companies, members of the scientist community and representatives of the public.
In her address at the forum, Dimitrina Dimitrova, Director of the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia, observed that the principle of tripartism as a basis for the development of national policies in the field of work, was particularly important in times of economic hardships, when the positions of the participants in the social dialogue tend to polarise.
“Indeed, in Russia, key conditions for social partnership exist. The institutional base is firm with legal framework grounded in international labour standards. The Russian Federation is a champion in the ILO in ratification of international labour standards – 7 over the last 5 years, a major step in attaining sustainable enterprise and decent work,” D. Dimitrova said.
Today, when Russian businesses faces an accumulated effect of a number of adverse factors and trends, the social dialogue in the country is growing even more vibrant, the ILO representative stressed. Dimitrina Dimitrova noted with satisfaction that the RSPP took the lead in the national tripartite discussions on an important priority for business and the society – the modernisation of the system of professional standards. Now in Russia there are also fine examples of corporate social responsibility in the activities of a number of large Russian companies, she said. Dimitrina Dimitrova noted successful cooperation between the ILO and the Russian oil company LUKOIL.
Echoing Ms. Dimitrova’s latter statement, Yuri Pikhtovnikov, Head of the Department for Organizational Development and Career Management at LUKOIL, spoke about the role LUKOIL plays in solving youth employment problems and the progress in the implementation of “Partnership in for Youth Employment in the Commonwealth of Independent States,” the project implemented by the ILO and funded by LUKOIL.
