Trade Unions representatives complete the ILO Participatory Gender Audit Facilitators Certification Course
Building capacity for gender equality audits in public administration

TASHKENT (ILO News) - From February 26 to March 1, 2024, the final stage of the ILO Participatory Gender Audit (PGA) Facilitators Certification Course, facilitated by the ILO ITC in Turin, took place in Tashkent. Ten regional representatives of the Federation of Trade Unions of Uzbekistan (FTUU) participated in the five-week training program, which included both online and in-person components.
Recently, the Federation of Trade Unions of Uzbekistan was tasked with the responsibility of conducting gender audits on Government bodies. Seizing this unique opportunity to promote the mainstreaming of gender equality in public administration through gender audits, ILO has initiated the Participatory Gender Audit Programme (PGA) for trade union representatives. It focuses on building the capacity of trade unions to examine policies and activities using a participatory approach, as well as identifying strengths and weaknesses of public administration in terms of promoting gender equality agenda in Uzbekistan.
PGA helps to improve communication and understanding among key stakeholders, create a feeling of ownership of the audit process, and allows for better understanding of the principles of gender equality and sustainable advancement of the equality principles into work practices.
Over the training course the participants learned about the gender audit process and basic concepts and principles of gender audits and assessments; multiple faces of discrimination in the world of work; and went step by step through PGA fundamentals and audit process.
The participants are now equipped with a method of organizational analysis for detecting and mapping discrimination at work, analysing accountability, evaluating and monitoring systems and instruments, developing a change-management approach, action planning, and identifying new challenges and possible improvements.
Completion of the certification course will support the FTUU’s role as a national institution responsible for conducting gender audits of state public bodies in Uzbekistan.
The training was carried out by ILO gender experts, who applied the ILO PGA methodology, ran audits and are expert trainers - Olena Vazhinska from ILO ITC Turin, and Natasha Warcholak, ILO Gender, Migration and Capacity Building Consultant.
