Towards a roadmap for decent jobs and social protection in Viet Nam’s just transitions
Viet Nam’s government and UN partners have taken an important step toward shaping a national roadmap under the Global Accelerator on Jobs and Social Protection for Just Transitions in Viet Nam.

HA NOI (ILO News) – The technical meeting brought together representatives from the Institute of State Organizational and Labour Sciences (ISOL) under the Ministry of Home Affairs, government experts, UN agencies, and technical specialists to examine findings from a national assessment and discuss proposed directions for Viet Nam’s roadmap under the Global Accelerator.
In the opening remarks on behalf of the UN team, Officer-in-Charge of ILO Viet Nam, Felix Weidenkaff, commended ISOL’s close collaboration with the UN system in advancing the initiative. He underlined that the Global Accelerator supports countries in their national strategies to create decent jobs for all women and men, particularly in the green, digital, and care economies, and to expand universal access to social protection for all.

"Viet Nam has achieved remarkable economic and social progress over recent decades, yet faces growing challenges posed by climate change, ageing population, rapid digitalization and the urgent shift toward a green and net-zero economy. These transformations offer tremendous opportunities for decent work creation, but also pose challenges for ensuring equality, inclusion, and adequate social protection for all workers and communities.” said Felix Weidenkaff, Officer-in-Charge of ILO Viet Nam.
The meeting reviewed a comprehensive assessment by ISOL of Viet Nam’s employment and social protection systems, highlighting both strengths and policy gaps related to managing transitions toward a greener, more digital and ageing economy. Participants discussed strategic priorities and concrete actions to strengthen job creation, income security, and social inclusion in line with the Global Accelerator’s objectives.
The draft roadmap presented by ISOL proposed a set of integrated policy directions linking employment generation, social protection expansion, and just-transition goals. Discussion also focused on ensuring gender equality, inclusion of vulnerable groups, and financing mechanisms that combine public and private resources to sustain implementation.
The discussions and recommendations from this technical meeting will inform revisions to the draft roadmap and feed into a broader stakeholder consultation scheduled for the following week. The consultation will bring together government ministries, workers’ and employers’ organizations, development partners, academia, and civil society to validate the roadmap and agree on practical steps for implementation.
“The meeting is not only a technical exercise. It is an opportunity to ensure that the roadmap reflects shared priorities, integrates diverse perspectives, and aligns with Viet Nam’s vision for sustainable and inclusive growth,” Felix Weidenkaff emphasized.
By advancing the Global Accelerator process, the United Nations and its partners aim to support Viet Nam in building a more resilient, inclusive and sustainable world of work, where all people can benefit from decent jobs and adequate social protection in the transition toward a greener future.
