System classifying jobs into categories enters into force in Russia

Since March 28 a law on special assessment of working conditions that creates economic incentives for employers to improve working conditions has entered into force in Russia.

Formally it came into force on January 1, 2014, but it could be really applied only after relevant bylaws approved by the Ministry of Labour and Social protection were issued. These are bylaws on methods for conducting special assessment of working conditions, classification system of hazardous and dangerous production factors, a report form on special assessment of working conditions and instructions to fill in this form.

These documents should become a guidebook for occupational safety and health specialists working at enterprises and for certifying bodies that have a special license for this activity.

Following the results of assessment and measurement of hazardous and dangerous factors experts define occupational safety hazards at a concrete workplace. The new law classifies jobs into four categories - optimal, permissible, hazardous and dangerous. There are several more sub-categories depending on intensity of hazardous factors’ impact.

Tariffs defining employers’ deductions to the Pension Fund will depend on what category (sub-category) experts assign to a certain workplace.
