Strategic Collaboration for Labour Migration
Enhancing coordination and collaboration among members of the Technical Working Group (TWG) and the National Labour, Employment, and Social Security Council (CONTESS) in Djibouti to promote decent work and effective management of labour migration.

The International Labour Organization’s (ILO) Better Regional Migration Management (BRMM) Programme and the Joint Labour Migration Programme (JLMP) in partnership with the Ministère du Travail chargé de la Formalisation et de la Protection Sociale (Ministry of Labour in charge of formalization and Social Protection), organised two consecutive workshops in Djibouti from 27 - 29 November 2023.
The two workshops gathered high-level officials and was officially opened by the Minister of the Labour in charge of Formalization and Social Protection. The first workshop that lasted one day was attended by members of the Conseil National du Travail, de l'Emploi, et de la Sécurité Sociale, CONTESS (National Council of Labour, Employment, and Social Security) and the second workshop, 28-29 November, brought together members of the labour migration technical working group for Djibouti.
The aim of the two workshops was to improve labour migration governance in Djibouti through the application of international labour standards and the development of a labour migration strategy.

Despite having ratified 68 conventions, including 8 fundamentals, there is a recognized need to address the activities of PrEAs, and the Ministry is committed to aligning with international labor standards."

Over the course of these meetings, participants engaged in various sessions, including presentations on specific international labour standards for the protection of migrant workers, ongoing ILO projects, an overview of national legal instruments in relation to governing labour migration and private recruitment agencies, and discussions on developing a gender-responsive labour migration strategy.
Key sessions of the first workshop featured presentations by Mr Coen Kompier on labour migration related international labour standards, namely C181, C147, C93, C189 and C190 and Ms Ikram on government initiatives to facilitate the alignment with provisions of the C181 and the national process for the elaboration and ratification of International labour Standards. Furthermore, during the second workshop Mr Ephrem Getnet and Kidest Getahun highlighted ongoing ILO initiatives in Djibouti, Ms Ikram's presented an overview of national legal instruments in relation to governing labour migration and Private Recruitment Agencies in Djibouti and, and Aurelia Segatti delivered a session on developing a gender-responsive and rights-based labour migration policy. In addition, the group work that came after the presentations further delved into the need for a labour migration strategy, emphasising stakeholder engagement and alignment with international conventions.
In closing remarks, the Secretary-General appreciated stakeholder engagement, highlighted the importance of tripartite consultation, and expressed gratitude for ILO support. The workshop marked progress toward ratification and the development of a labour migration strategy for Djibouti.
The first workshop concluded with the endorsement of the draft law for Djibouti to ratify C181 and the development of a roadmap for this ratification. Whereas the second workshop ended with the validation of Terms of Reference for consultants to develop a gender-responsive strategy, and the finalisation of a roadmap for the strategy's formulation. These outcomes underscored increased understanding, strategic planning, and collaboration among stakeholders, paving the way for future initiatives and projects related to labour migration in Djibouti.
