Social Partnership in the Regions of Russia
Social partnership is not a one-way road. It implies mutual responsibility and joint search for well-balanced solutions. This idea was expressed by many delegates of the First Public Forum ‘Social Partnership in the Regions of Russia” which was held on 25-26 November in Rostov-on-Don. The forum was organized with the support of the International Labour Organization.

In his opening address Maxim Topilin, Deputy Minister of Labour and Social Development of the RF, said that Russia has already created a legislative basis for social partnership, and now the time has come for its active implementation on the federal and regional level. For discussion the Deputy Minister proposed several issues that required tripartite approach, in particular, risks related to the increase of minimal wage, structural changes as a response to the deficit of labour recources, and the adjustment of the education system to the market demand.
Oleg Eremeyev, Director General of the Coordinating Council of Employers’ Unions of Russia (CCEUR) noted a growing understanding in the society of social partnership as mutual responsibility of all parties. A positive trend of today is the creation of regional employers’ associations, including in Rostov where the first employers’ congress had been organized.
Mikhail Shmakov, Chairman of the Federation of Independent Trade Unions of Russia (FITUR) fully supported the ideas and principles of social partnership. It allows to avoid social conflicts and to harmonize relations between parties, he said.
On the second day of the Forum the ILO-Moscow Senior Specialist for Employers’ Activities Erwin Blasum made a presentation entitled “Employers’ Associations: International Experience”.
The Forum has completed its work, but the social partnership process will continue. As Boris Kovalenko, Chairman of Kuban’ Commodity Producers Association said, “our experience shows that successful business goes hand in hand with successful social partnership”.
