Slovenia ratifies ILO Conventions on Violence and Harassment, and Safe and Healthy Working Environment

GENEVA (ILO News) – On 30 April 2026, H.E. Ms Anita Pipan, the Ambassador Extraordinary and Plenipotentiary and Permanent Representative of the Republic of Slovenia to the United Nations in Geneva, deposited the instruments of ratification of the Violence and Harassment Convention, 2019 (No. 190), and the Safe and Healthy Working Environment (Consequential Amendments) Convention, 2023 (No. 191) with the Director-General of the International Labour Organization (ILO), Mr Gilbert F. Houngbo.

In depositing the instruments of ratification, the Ambassador, stated: “By depositing the instrument of ratification of ILO Conventions Nos. 190 and 191, Slovenia reaffirms its firm commitment to a world of work free from violence and harassment and grounded in a safe and healthy working environment as a fundamental principle and right at work. This act sends a clear international message that such standards are not aspirations but shared obligations and marks another concrete step in Slovenia's continued support for the ILO's mandate."

Welcoming these ratifications, the Director-General noted that: “By ratifying Conventions Nos 190 and 191, Slovenia affirms, in a clear and principled manner, its commitment to ensuring that dignity, equality, safety and respect remain foundational to the world of work. This significant step reinforces the global effort of the international community to prevent and eliminate violence and harassment, while further advancing the realization of safe and healthy working environments for all. The ILO stands ready to support the Government and the social partners in translating these commitments into effective national law, policy and practice.”

Convention No. 190 is the first international instrument to establish a clear and comprehensive basis for preventing and addressing violence and harassment in the world of work, including gender-based violence and harassment. Together with Recommendation No. 206, it provides an integrated and gender-responsive approach to protecting all workers and other persons in the world of work, setting out practical measures for implementation grounded in dignity and respect.

Convention No. 191 serves to maintain legal coherence in the body of International Labour Standards by amending a number of ILO instruments in order to reflect the amendment in 2022 to the Declaration on Fundamental Principles and Rights at Work, to include a safe and healthy working environment in the fundamental rights category. By introducing the consequential amendments required across relevant ILO instruments, it reinforces the normative framework for advancing prevention, protection and accountability across the world of work.
