Sindh acknowledges ILO’s assistance
Tripartite partners had a consented viewpoint in ILO’s assistance to Sindh over the years. Workers paid fraternal regards to ILO Country Director Francesco d’Ovidio on the extraordinary achievements specially after the Baldia tragedy, some three years back. Sindh Government’s representative reaffirmed their commitment to take ahead the labour inspection reform process. Employers federation highlighted ILO’s role in creation of province wide tripartite forum, providing equal voice to all labour market actors. Mr d’Ovidio urged the need to divert attention on developing next Decent Work Country Plan for Pakistan.

KARACHI (ILO News): Tripartite partners from Sindh acknowledged ILO’s assistance in mainstreaming the labour market on decent work guidelines. The Joint Action Plan on Occupational Safety and Health (JAP-OSH) is one such initiative which requires full attention and focus of the provincial authorities. This was mentioned by the workers and employers during a tripartite stakeholder’s consultative meeting organized by the Department of Labour (DoL) Sindh to bid farewell to Mr Francesco d’Ovidio, Country Director ILO Islamabad. Mr d’Ovidio is moving to his new work assignment in Jakarta (Indonesia) after completing his four year term in Pakistan.
Stakeholder’s who gathered at the meeting highlighted the achievements of the Province of Sindh in the last four years including the heightened collaboration in aftermath of Baldia tragedy. The participants agreed to magnify their collective efforts to support government of Sindh to enact the required provincial labour laws, improve labour inspection system, implement the JAP-OSH and enhance employment opportunities in the Province.
The Joint Director Labour; Mr Gulfam Memon, appreciated ILO’s engagement in the leadership of the Mr d’Ovidio with the Labour Department and assured his support in taking forward the labour inspection reform process in the province.
Employers Representative Mr Khawaja Muhammad Nauman and Workers Representative from Sindh Brother Qazi Tanveer appreciated ILO’s strategic support and provision of a dialogue platform which resulted in the notification of a provincial tripartite forum, the highest body responsible for promoting social dialogue and consultation among the ILO constituents in line with Convention 144 concerning tripartite consultations. Stakeholders unanimously commended ILO’s ongoing support to address the decent work deficits and support provincial priorities.
While speaking at the consultation, Mr d’Ovidio appreciated the Government of Sindh in advancing on the legislative review and enacting laws pertaining to industrial relations, workers welfare fund, and Employees Old Age Benefits Institution (EoBI). The participants stressed on the implementation of existing laws and the need for the province to improve on labour legislation.
Mr Francesco d’Ovidio apprised the participants on the process of developing next ‘Decent Work Programme (DWCP: 2016-2020) which will identify the prioritized areas for ILO’s technical support in next five years on employment and labour issues and shall take into account the very important feedback and inputs provided by the stakeholders during the consultative process.
The International Labour Organization (ILO) is promoting Decent Work Agenda through its tripartite structure including Government, Employers and Workers. ILO has adopted 189 Conventions since 1919 out of which Pakistan has ratified 36 Conventions – which includes eight fundamental conventions on elimination of child labour, prohibition of Forced Labour, reducing discrimination at work; and promoting freedom of association and collective bargaining. ILO is providing technical support to the Federal and Provincial Governments for effective implementation and reporting on ratified Conventions.
