18th Regional Seminar for Labour-based Practioners “Towards sustainable and inclusive local development: local resource-based approaches and decent job creation”, 9-13 September 2019, Tunis, Tunisia
Session 3: Promoting gender equality and women's empowerment through Employment Intensive Investment Programmes - Monday, September 9

1. Promotion of technologies for the valorisation of local materials for the improvement of the living environment of populations and the creation of jobs in Cameroon, By Mr. Felix Aubry, FANYI. Deputy Coordinator of the Technical Unit HIMO
The presentation highlighted the potential of Cameroon in local materials and the will of the Cameroonian government to popularize local materials for the development of basic infrastructure and job creation. This option has a triple advantage: local materials development, massive job creation and income redistribution to local populations. Some of key labour standards of the project include free membership, minimum age 15 years old, non-discrimination, vulnerable people approach; Salary setting: minimum 2500F.CFA/J; Safety and hygiene assured; Social security and insurance and Working time: 35h.
2. Support for the joint ILO / WFP / UNICEF Madagascar program in the Malagasy government's education for all program and the contributions to the HIMO approach to SDGs 4 and 8 by the HIMO Building Project; Mr. Harisoa Randriantsarafa and Ms. Holiarivony Ramiarintsoa, ILO, Antananarivo, Madagascar
The presentation had as core elements: National Strategies for Education in Madagascar: improving access and retention at school; improving the quality of teaching, learning, and institutional strengthening. The Joint Program includes the ILO / WFP / UNICEF Agencies and the Malagasy government's education for all program.
3. Valuing materials a regional hinge of sustainable development for the creation of projects and employment. Extraction of local useful substances and revalorization of career waste Tunisia. Mr. Seif Allah Snoussi and Ms. Melle Sarra Ayari, Geo Services Consulting
The objectives of the study and the role of GSC is to search for and select sites with high potential of good quality and accessibility for stone extraction in 4 governorates and 10 communities. The demographic, economic and social aspects as well as the evolution of the main development indicators of the communes are in favour of the blooming of the region and consequently in need of existing local raw materials in quantity and quality in accessible places. The presentation is well illustrated and offer detailed location of quarries.
4. Future of Work: Preserving and Creating Employment Opportunities in the Fourth Industrial Revolution. Presented by Mr. Mr. Gamelihle Sibanda, ILO South Africa
The presentation is based in the ILO document The future of Work which pays attention on automation that are presented in various forms like Machine Learning, Natural Language Processing, Robotic Process Automation, Robots; the need of reskill and/or upskill. However, it is envisaged there will be a net jobs gain (ILO) putting attention on critical thinking, creativity, negotiation, persuasion, analytical thinking, empathy, emotion. The presentation goes along lifelong learning, job extinction, job transformation, job substitution and new jobs.
