18th Regional Seminar for Labour-based Practitioners “Towards sustainable and inclusive local development: local resource-based approaches and decent job creation”, 9-13 September 2019, Tunis, Tunisia.
Session 1: Local Resource-Based Approaches: Programs, Projects, and Techniques - Monday 9 September
Mr. Akunuri Murali from Indian Administrative Service (IAS) presented his experience with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). MGNREGS is a large-scale public works program that provides a hundred days of works for unskilled workers in rural areas. He highlighted its unique features such as the rigorous payment system through bank transfer and the mechanism of penalty for the failure to deliver wages within a certain set of time. He presented the diverse types of works assigned through MGNREGS (e.g. feeder road construction works, land development, green works such as water conservation and horticulture plantations, among many others). He underscored the importance of the use of information technology to monitor the process effectively.
Mr. Frédéric Bandon from PNDP (Programme National de Développement Participatif) of the Republic of Cameroon presented the objectives of PNDP and its activities. PNDP’s operation in the area of employment-intensive investment resulted from the realization of the insufficiency of infrastructure assets in various areas as well as the exacerbating security situation and the challenges for social cohesion. Against these obstacles, employment-intensive investment approach was integrated in the PNDP’s portfolio to construct/rehabilitate infrastructure assets as well as to create employment opportunities particularly for youth in those areas that suffer from socio-economic insecurity. He elaborated on the program’s adhesion to the country’s development strategy and decent work principles, and demonstrated the achievements to date in terms of the number of jobs, workers, and infrastructure assets created.
