Second Tripartite Advisory Committee meeting advances formalization efforts in Armenia
Armenia’s tripartite constituents reconvened to review progress and strengthen coordination under the ILO initiative addressing informality.

YEREVAN (ILO News) – The second meeting of the Tripartite Advisory Committee under the International Labour Organization (ILO) initiative “Building the capacity of constituents to pre-empt the informalisation of work and promote the transition to formality in the context of a refugee crisis” took place on 9 July 2025 in Yerevan.
The meeting brought together representatives of the Ministry of Labour and Social Affairs, including the Unified Social Service, the Confederation of Trade Unions of Armenia and the Republican Union of Employers of Armenia to assess progress made since the first Advisory Committee meeting in April 2025 and to coordinate next steps under the initiative. The project supports Armenia’s efforts to promote formal employment, particularly for displaced and vulnerable populations.
Participants reviewed the key activities implemented between the two meetings, including the launch of a comprehensive diagnosis on informality in Armenia, a national survey on the working conditions of platform workers and the development of action plans to address local production bottlenecks in cooperation with local economy stakeholders based on value chain analysis.
The ILO team provided updates on ongoing components and emphasized the importance of social dialogue and data-informed approaches in shaping effective and inclusive interventions. The Committee highlighted the continued need for strengthening institutional capacities and ensuring the relevance of activities in a rapidly evolving socio-economic context.
Looking ahead, it was noted that a tripartite taskforce is planned to be established under the initiative in 2026. Its mandate will be to develop policy recommendations aimed at reducing informality and enhancing labour market resilience in Armenia.
The initiative, launched in September 2024, continues to facilitate tripartite collaboration, technical assistance, and policy engagement to promote decent work and formalization. The next Advisory Committee meeting is expected to take place in October 2025.
