Russia ratifies ILO’s Public Service Convention
1 July 2014. On July 1, Russian President Vladimir Putin signed a law to ratify the ILO’s Labour Relations (Public Service) Convention, 1978 (No. 151).

The law was adopted by the State Duma, lower house of Russia’s parliament, on June 18 and by the Federation Council, upper house, on June 25.
Under the Convention public employees shall enjoy adequate protection against acts of anti-union discrimination in respect of their employment. Public employees shall have, as other workers, the civil and political rights which are essential for the normal exercise of freedom of association, subject only to the obligations arising from their status and the nature of their functions.
Public employees’ organizations shall enjoy complete independence from public authorities and adequate protection against any acts of interference by a public authority in their establishment, functioning or administration.
Russia’s legislation complies with provisions and requirements of the Convention. Ratification of the Convention will not require any amendments to be submitted to Russian laws, as it contains no rules other than those envisaged in Russia’s legislation.
The ILO Conventions enter into force one year after the instrument of ratification is registered by the Director-General of the International Labour Organization.
