Russia’s government submits ILO Labour Relations (Public Service) Convention to State Duma for ratification
On March 14, Russia’s government submitted the ILO Labour Relations (Public Service) Convention, 1978 (No. 151) to the State Duma, lower house of parliament, for ratification.

The convention envisages the right of public service employees to organize, including the right to create trade unions for protection of their interests, and procedures for determining conditions of employment in the public service to the extent that more favourable provisions in other international labour Conventions are not applicable to them.
Comparative analysis of Russia’s laws and the convention’s provisions demonstrate that Russia’s legislation fully complies with major provisions and requirements of the convention.
