Representatives of MoLSS, ILO, and Confederations examine the ‘Social Dialogue’ system in France

Representatives of the Ministry of Labour and Social Security (MoLSS), International Labour organization (ILO), and workers’ and employers’ confederations conducted a series of observations in Paris from 3 to 7 July 2017.
The study visit focused on how the French state, confederations and the private system operate social dialogue mechanisms and the basic characteristics of the system in effect. The visiting team examined examples of tripartite and bipartite social dialogue and, on the basis of documents derived from the visit, shared opinions regarding various steps that can be taken in the context of Turkey.
Under the programme, the visiting team first participated to a briefing session organized by the Economic, Social and Environmental Council of the Republic of France (ESEC) which is a constitutional consultative assembly. As an entity encouraging cooperation between different socio-professional interest groups in core economic, social and environmental issues, the Council was included in the programme for its influential role in the development and review of public policies in France.
The Turkish delegation also visited the French Employers’ Organization, MEDEF, French Ministry of Labour, the General Confederation of Labour (CGT) which embodies 857 local and 96 department unions, 21 regional committees, and 33 national occupational organizations, federations or national unions, and two multi-national companies to gather information about their practices and priorities.
