ReguLens is an AI‑powered digital platform developed by the ILO to help employers’ and business membership organizations (EBMOs) analyze the impact of new regulations and obtain practical recommendations for advocacy quickly and efficiently.

Turin, Italy (ILO news) - ILO launches ReguLens, a new AI-powered digital platform that helps employers and business membership organisations deliver faster, smarter evidence-based advocacy for member companies. EBMOs face an increasing challenge: they must constantly respond to new laws and regulatory proposals. However, their human and time resources to review each proposal in depth are limited. Policy teams often need to prioritize, react late, or work with incomplete information—especially when proposals are highly technical or outside their core areas of expertise.

ReguLens was created to close this gap. It is an AI-powered tool designed for EBMOs worldwide, helping them analyse laws and regulatory proposals more efficiently. Its purpose is clear: to enable faster, better-informed contributions to policy discussions in their countries.

From weeks to seconds

Traditional regulatory or policy analysis by EBMOs can take days—or even weeks. It often involves reviewing lengthy technical documents, assessing potential impacts on businesses, consulting members, mapping key stakeholders, and drafting a positioning strategy. ReguLens accelerates this process by providing a structured first reading in about 60 seconds. It doesn’t replace technical expertise or consultation; rather, it strengthens and speeds up these steps by offering a clear starting point and enhancing the quality and pace of internal discussions.

Easy to use, no training required

ReguLens was built to be intuitive. Users follow a simple process: upload a document, choose the type of analysis, and receive results. The interface is designed for ease of use—requiring no specialized training—so that different profiles within the organization can engage confidently.

Analysis adapted to each organization

One of ReguLens’ key features is contextualization. Users create an organizational profile by answering seven strategic questions. Based on this profile, ReguLens tailors its analysis to the organization’s specific characteristics and needs—taking into account the country context, relevant sector, and preferred level of technical language. This ensures that the tool delivers customized analysis and actionable recommendations.

Practical outputs for advocacy and engagement

ReguLens supports EBMOs by delivering actionable outputs, including:

  • Assessment of the likely impact of proposed regulations or laws on businesses
  • Identification of potential inconsistencies or contradictions with existing regulations
  • Mapping of key stakeholders relevant to lobbying and advocacy efforts
  • Suggested steps to structure an effective lobbying and advocacy strategy

These outputs help policy teams move beyond an initial reading toward stronger, evidence-based engagement in the regulatory process.

Early evidence from a pilot in 20 countries

ReguLens has already been tested by EBMOs in approximately 20 countries. In one case, a Latin American organization compared ReguLens outputs with its own internally produced policy analyses. The conclusion: ReguLens delivered results very close to what the organization would have reached on its own—but in a fraction of the time.

This early validation suggests that ReguLens can serve as a credible technical support tool, particularly when organizations need to respond quickly to fast-moving regulatory agendas.

Looking ahead to 2026

User feedback is driving the next phase of development. Two priority enhancements planned for 2026 include:

  • A comparative feature to benchmark a country’s regulatory framework against similar economies
  • Expanded customization options, allowing organizations to enrich the system with a larger internal library of documents and references—enabling even more tailored outputs
