Press Release: A Technical Tripartite Workshop on formulating Skills Partnerships for Labour Migration in the East and Horn of Africa region, 20 – 22 June 2023
The International Labour Organization (ILO), through the Better Regional Migration Management (BRMM) programme, is organising a Technical Tripartite Workshop on formulating skills partnerships for labour migration in the East and Horn of Africa region from 20 – 22 June 2023 in Kampala, Uganda.

The International Labour Organization (ILO), through the Better Regional Migration Management (BRMM) programme, is organising a Technical Tripartite Workshop on formulating skills partnerships for labour migration in the East and Horn of Africa region from 20 – 22 June 2023 in Kampala, Uganda. The workshop aims to enhance intraregional and interregional skills partnership for labour migration. Ministries and government institutions working on employment, labour migration and skills development, Public Employment Services (PES) agencies, Private Employment Agencies (PrEAs), national and regional social partners from Ethiopia, Kenya, Uganda, Somalia, South Sudan, and Tanzania as well as regional economic communities namely IGAD and EAC, will be in attendance.
Labour migration plays a significant role in the socioeconomic development of countries, particularly in the EHoA region, where intraregional migration is predominant. However, realising the full potential of labour migration requires a comprehensive approach that addresses skills recognition, harmonisation of standards, and access to training opportunities. As a result, this Technical Tripartite Workshop stems from the growing recognition of the importance of skills partnerships in addressing the labour migration challenges. With a focus on low and medium-skill migrants, the workshop will further bridge the gap between labour market demands and migration decisions, promote mutual recognition of skills, and strengthen cooperation among participating countries.
Skills partnership enhances the acknowledgment and utilisation of migrants' skills and ensures they are integrated effectively into the labour market. In addition, these partnerships promote mutual learning, standardisation of occupational profiles, and the exchange of labour market information, facilitating informed migration decisions based on labour market demands.
Hence, the Technical Tripartite Workshop on formulating Skills Partnerships for Labour Migration in the EHoA will unlock new opportunities for both migrant workers and host communities. Upon completion, concrete outputs will yield, including improved knowledge and awareness of skills dimensions in labour migration, identification of opportunities for skills partnerships, and the conceptualisation of a skills partnership agreement. Lastly, the workshop outcome will pave the way for enhanced collaboration and regional cooperation in skills development for labour migration.
In line with regional commitments and international frameworks, the Better Regional Migration Management (BRMM) programme, funded by the UK Foreign Commonwealth & Development Office (FCDO), works to improve labour migration governance in East and Horn of Africa. This workshop is a significant step towards accomplishing these goals and adds to the Centenary Declaration, Agenda 2063, AU & IGAD Migration Policy Framework, the Abidjan Declaration, as well as the EAC Common Market Protocol.
