Policies for Reducing Informal Employment. Conference in Dushanbe on Decent Work Deficit and Observance of Labour Rights in Informal Economy
A sub-regional conference “Policies for Reducing Informal Employment. Decent Work Deficit and Observance of Labour Rights in Informal Economy” was held from 3 to 5 October, 2018 in Dushanbe, Tajikistan.

The conference was attended by Kosim Kodiry, Chair of Tajikistan’s Federation of Independent Trade Unions, Sergeyus Glovackas, head of ACTRAV desk for Europe and Central Asia, Anton Leppik, Executive Secretary of Pan-European Regional Council of the International Trade Union Confederation, Rolf Buchel, head of the ILO Project “From Crisis Towards Decent and Safe Jobs”, Dorin Suruceanu, ILO expert, as well as Gulnar Zhumageldieva of the Federation of Trade Unions of Kyrgyzstan (advisor to the FTUK), Almas Nesipkaliev, Deputy Chair of Territorial Trade Union Association “Almaty Trade Union Center” and others.
In his welcome speech, Qodiri Qosim, Chair of Tajikistan’s Federation of Independent Trade Unions, made a presentation of the conference participants.
The first session was devoted to discussion of the ILO Office opportunities regarding technical support to build the capacity of trade unions.
Rolf Buchel, head of ILO Project “From the Crisis Towards Decent and Safe Jobs”, told about the experience of Tajikistan’s Federation of Independent Trade Unions and the ILO in the area of communication focused on target groups.
Durin Suruchanu made a presentation “The ILO Informal Economy Guide and Decent Work”.
In her report, Gulnar Zhumageldieva presented an economic analysis of the informal economy’s share in the GDP in 2017.
The conference also had a general discussion of the policies pursued by the Pan-European Regional Council of the International Trade Union Confederation with regard to the informal economy, with a report presented by Anton Leppik, ITUC-PERS Executive Secretary.
