Parliament of Tajikistan adopts ILO Conventions on labour migration.

On October 2, the Tajik parliament adopted a number of documents on labour migration and simplified procedure for granting citizenship.
The lower house legislators adopted two conventions of the International Labour Organization - Migration for Employment Convention (C97) and Migrant Workers (Supplementary Provisions) Convention (C143). Tajikistan is the third country in the CIS after Armenia and Moldova that adopted Convention No. 97. These Conventions will enter into force for Tajikistan one year after the instruments of ratification are registered by the ILO.
At present, the estimates of the border service show that over 400,000 citizens left Tajikistan for Russia, First Deputy Labour and Social Protection Minister Sumangul Tagoyeva said.
"Labour migrants become victims of trafficking, employers do not provide them with necessary living conditions. This is everyday life of most Tajik migrants, as only no more than 2,000 labourers undergo official employment procedures a year. On the basis of these conventions real preconditions for protecting labour migrants abroad will be created," she said.
A parliamentary deputy, Galia Rabiyeva, pointed out that the problem of labour migration is very pressing not only for Tajikistan, but for other countries of the world. According to UN experts, at present, there are 175 million labour migrants worldwide.
"The ratification of these documents, especially in Tajikistan that faces heavy flow of migrants and just entered the world labour market, requires time," she said.
Each ILO Member State for which the Conventions are in force undertakes to declare and pursue a national policy designed to promote and to guarantee, by methods appropriate to national conditions and practice, equality of opportunity and treatment in respect of employment and occupation, of social security, of trade union and cultural rights and of individual and collective freedoms for persons who as migrant workers or as members of their families are lawfully within its territory.
