OIT/Cinterfor and Fundae renew their partnership to strengthen vocational training in Ibero-America
The agreement, which renews and updates the one signed in 2023, was signed in Madrid on 2 December 2025, in the presence of the Spanish social partners.

MADRID (ILO News) – The Inter-American Centre for Knowledge Development in Vocational Training of the ILO (ILO/Cinterfor) and the State Foundation for Training in Employment (Fundae) have renewed their cooperation agreement with the aim of strengthening vocational training for employment and promoting decent work in the Ibero-American region. The agreement was signed by the Directors of both institutions, Elena Montobbio and Antonio de Luis, with the participation of Félix Peinado, Director of the ILO Office for Spain.
This agreement consolidates a strategic cooperation built on the progress achieved under the Tripartite Ibero-American Declaration on Vocational Training and responds to the challenges of a labour market in constant transformation.
The agreement provides for the implementation of activities to identify qualification needs in key productive sectors through studies, diagnostics and workshops; the promotion of digital platforms such as eFundae and Digitalízate; the recognition of work experience and the development of an occupational taxonomy to certify acquired competencies; the dissemination of the Tripartite Ibero-American Declaration, considered a milestone in regional cooperation in the areas of training and employment; and the creation of a dedicated microsite to give visibility to joint initiatives.
This new cooperation framework aims to anticipate training needs, improve employability and promote innovative solutions that strengthen competitiveness and the development of labour competencies.
ILO/Cinterfor is the ILO’s specialized centre for vocational training, based in Montevideo, which coordinates a cooperation network among institutions from Latin America, the Caribbean, Spain, Portugal and Cabo Verde. Fundae is a tripartite public entity that manages funds for employment-related training, with representation from the General State Administration, the Autonomous Communities, the employers’ organizations CEOE and Cepyme, and the trade unions CCOO, UGT and CIG.
