Occupational Safety and Health as a fundamental right of Health Workers – a workshop in Armenia
From 31 March to 2 April 2023, in Tsaghkadzor, Armenia, the Republican Health Workers’ Union of Armenia and the ILO jointly organized a workshop entitled “Occupational Safety and Health as a fundamental right of health workers”.

Around 25 trade union activists of the healthcare sector and some employers, as well as representatives of the Health and Labour Inspection Body (HLIB), participated in the workshop.
The purpose of the workshop that was conducted in the form of discussion was to strengthen the social partnership, as well as the awareness of the healthcare sector on the international standards on OSH, relevant ILO Conventions and actual approaches towards ensuring healthy, safe and decent work.
Elen Manaseryan, Chairperson of the Confederation of Trade Unions of Armenia has noted the following: “Two conventions have been added recently to the list of ILO fundamental Conventions – C155 and C187. Even though these conventions are not ratified by Armenia, the country still bears responsibility to report on requirements set by the conventions. Our discussions at the sectoral level help to promote ratification of the above instruments.”
Nver Sargsyan, ILO PILRAT Project Manager called the workshop “a unique platform for starting a dialogue and discussion between workers and employers.’ The recommendations formulated by the participants will be communicated to the Government in the light of possible amendments of RA Law on Trade Unions as well as RA Law on Employers’ Union.
Halim Hamzaoui, Technical Specialist on Occupational Safety and Health, ILO Geneva, has also joined the discussion online with a presentation on Occupational Safety and Health standards.
Dr. Adam Rogalewski, Health and Social Services Officer of the European Public Service Union presented the experience of the European Trade Unions in ensuring healthy and safe conditions. The practice and lobbying experience of the ETU was presented.
Igit Hakobyan, Head of the Labour Legislation Supervision Department of HLIB spoke about the current developments in the healthcare sector.
During the group work, Gayane Armaghanova, consultant of the Republican Union of Health Workers led the discussion on Industrial injuries and occupational diseases in the healthcare sector.
The participants stressed the importance of assessing the OSH situation in Armenia and the development of appropriate solutions in the legislative sphere. The ILO expressed its willingness to further cooperate and provide assistance to the future meetings.
The event was organized with the financial support of the ILO development cooperation Project “Promoting Implementation of Labour Rights in Armenia Together” (PILRAT).
