New project signed to assist Ukraine with new labour code and better compliance with International Labour Standards
With support from Canada, the ILO launched a 2-year project that will promote compliance with fundamental principles and rights at work throughout the process of modernizing labour legalisation in Ukraine.

Despite the ongoing war of Russian Federation against Ukraine, the country is committed to modernize employment and social protection as well as related labour legislation. These reforms will also become crucial for Ukraine’s accession to the European Union.
A top priority reform of the Government is the modernization of the 50 years old Labour Code. The current Labour Code of Ukraine was adopted back in 1971, when the country was still part of the Soviet Union. A process of gradual amendment since Ukrainian independence has produced a mix of legal provisions which prevents coherent application. The Government’s plan is to adopt the new code in 2023.
The situation is similar regarding the need to come out with a modern legislation on Occupational Safety and Health to improve working conditions and social protection of Ukrainian workers. The ongoing legislative reforms also open a window of opportunity to effectively address the gender pay gap.
The new project will be supporting the adoption of the new Labour Code and other pending pieces of labour legislation on occupational safety and health and equal pay improving their compliance with International Labour Standards (ILS) and the EU Acquis Communautaire. The ILO project will provide technical comments on the alignment of national legislation with International Labour Standards. It will make recommendations on data collection, analysis, and reporting on ILSs ratified by Ukraine. Furthermore, it will provide comprehensive online trainings for judges and labour law practitioners on international labour standards ratified by Ukraine and the resulting obligations for national jurisdiction.
