In a new communication on civil society in external relations, the European Commission (EC) announces its intention to support civil society organisations (CSOs) as independent development actors, so that they can fully play their role in the delivery of social services, transparency and good governance advocacy in development. The communication explicitly recognises trade unions and employers’ organizations as a specific category of CSOs.
Previously, the ILO responded to the EC consultation preparing this Communication, emphasizing the important role of workers’ and employers’ organisations and of social dialogue in strengthening democracy and governance. The ILO hopes that this explicit recognition of social partners will be effectively supported by programming of EU development assistance.
