A new chapter begins: the Maldives launched its very first Decent Work Agenda

Colombo (ILO News) – The first Maldives Decent Work Country Programme (DWCP) was officially launched on 19 November 2025, following the signing of a memorandum of understanding between the Government of Maldives, employers’ organizations, workers’ organizations, and the International Labour Organization (ILO) Country Office for Sri Lanka and the Maldives.

The official launch took place following signature of a memorandum of understanding between the Ministry of Higher Education, Labour and Skills Development; the National Federation of Maldivian Employers (NFME); Maldives Trade Union Congress (MTUC), Maldives Association of Tourism Industry (MATI) for and on behalf of the Government of Maldives, employers’ organisations, and workers’ organisations; and the International Labour Organization Country Office for Sri Lanka and the Maldives.

This programme marks a significant milestone in strengthening cooperation among the tripartite constituents of the ILO, government, employers, and workers, to promote dignity, equality, protection, and prosperity in the world of work for all Maldivians, including men and youth.

The 2025-2031 DWCP was developed collaboratively with ILO constituents, relevant ministries, UN agencies, and other partners from early 2025. Its three main priorities are: promoting shared prosperity and inclusive human development for all; increasing the ratification and implementation of international labour standards through gender-responsive policies and legislation; and strengthening gender-responsive tripartism and social dialogue mechanisms and capacities. These goals align closely with national policy frameworks and the 2030 Agenda for Sustainable Development Goals.

This DWCP is expected to bring substantial improvements to the Maldivian employment sector, enhancing worker safety, fairness, and compliance with international labour standards. It represents a key step toward advancing fair, inclusive, and non-discriminatory work environments across the Maldives, supporting long-term labour governance and economic development.
