New bill on trade unions to meet international standards – Kazakhstan’s Labour Ministry
Kazakhstan’s Ministry of Labour and Social Protection of Population is drafting a new bill on trade unions.

The chairman of the Ministry’s labour control and social protection committee, Akmadi Sarbasov, said “the bill is being developed with technical support of the ILO experts.” “The bill’s main approaches meet requirements of the ILO Conventions and do not restrict trade unions’ right to the multiplicity,” he said.
Sarbasov said the bill also did not limit the activity of a local trade union within one organization, but provides an opportunity to establish primary trade union organizations and to associate to regional trade union federations on a voluntary basis.
“It became necessary to draft a new bill after President Nursultan Nazarbayev pointed to the lack of a ‘social partnership’ notion and of mechanisms to conclude and implement collective bargaining agreements in the effective law on trade unions and stressed the need for taking decisive steps towards modernization of the trade union movement,” he said.
