National Tripartite Consultation On Promoting Registration of Construction Workers under BOCW Welfare Cess Act, New Delhi 23-24 March 2011

New Delhi (ILO News) - The Ministry of Labour and Employment (MOLE), Government of India and International Labour Office (ILO) will jointly organize a National Tripartite Consultations on Promoting Registration of Construction Workers under Welfare Fund on 23-24 March 2011, at Jacaranda Hall, India Habitat Centre. Lodhi Road, New Delhi. The Tripartite consultation will be inaugurated by The Hon'ble Minister for Labour and Employment Mr. Mallikarjun Kharge on 23 March 2011 at 1100 hrs.

The two-day Tripartite Consultation aims to provide a forum for the trade unions, employers, other stakeholders and the state governments to share experiences in the implementation of the welfare schemes through Welfare Boards established under the Building and Other Construction Workers Act, 1996 and the Building and Other Construction Workers Welfare Cess Act and also to promote registration of workers and encourage them to access the welfare schemes.

The ILO, in consultation with the Welfare Boards in Madhya Pradesh, Maharashtra, Delhi and Andhra Pradesh, carried out a diagnostic study. Subsequently, a discussion paper on Improved Service Delivery of Welfare Scheme for the Construction Workers under the Building and Other Construction Workers Welfare Cess Act was issued in 2010. This discussion paper cites the lack of awareness amongst construction workers, for registering themselves as beneficiaries in the State Welfare Boards, as one of the major reasons for the low registration of the workers.

The consultation would also provide a forum for the state governments to share and learn from experiences in implementation of welfare schemes under the Building and Other Construction Workers Welfare Cess Act, 1996.

The meeting will bring together participants from central trade unions, employers organizations, builders’ associations, central and state government representatives responsible for implementation of the Building and Other Construction Workers Cess Act, 1996 and other stakeholders.
