The delegation spent the first part of their visit meeting EPWP officials in Pretoria and other National Departments.

The Department of Employment (DoE) under the Ministry of Labour, Invalids and Social Affairs (MOLISA) is designing the implementation modalities of the public employment policy as specified in the Employment Law that came to effect in January 2015.
The delegation arrived in South Africa on 29th November 2014 and left on the 7th December 2014.
The delegation spent the first part of their visit meeting EPWP officials in Pretoria and other National Departments.
The latter part was spent visiting EPWP projects in KwaZulu-Natal and Western Cape Provinces.
The delegation met with the Vietnamese Delegation which comprised two officials who are involved in drafting the public employment policy from the Ministry of Labour and Social Affairs (MOLISA) and one ILO Country Office for Vietnam.
They met with officials from the Department of Public Works, Department of Environmental Affairs, Department of Labour,
Provincial Departments and ILO Country office from South Africa.
The Department of Public Works Deputy Director General in charge of the EPWP was the main host of the visiting delegation.
The ILO Pretoria Office and Technical Assistance team to the EPWP facilitated logistics in partnership with the National Department of Public Works International Relations chief directorate and other departments – both national and provincial levels.
The Vietnamese Delegation visited South Africa because the South Africa Expanded Public Works Programme (EPWP) was selected for the study tour for the cross learning, as this is a new initiative in Vietnam and therefore, learning from international experience is important for the policy drafting members in DoE.
The Public Employment policy does not have any direct funding but the policy seeks to leverage other state funded programmes and activities to achieve paid work in provision of infrastructure and environment services.
The objective of the study tour was for the delegation to gain insight on the institutional and operational arrangements of the EPWP across its four implementation Sectors (Infrastructure,
Environment and Culture, Social and No state Sectors). Specific areas of interest included how various implementers plan and coordinate their work, procurement of goods and services, targeting of programme participants, wage setting and working conditions.
The Vietnam Embassy in Pretoria assisted in securing English/Vietnamese interpretation services.
