Mandatory Social Insurance System Discussed.

A meeting of the Working Group on Drafting Federal Laws on Mandatory Social Insurance was held on 23 January, 2003 under the chairmanship of Mikhail Dmitriev, First Deputy Minister of Economic Development and Trade of the RF.

The Working Group includes First Deputy Minister of Economic Development and Trade of the RF Mikhail Dmitriev (Chairman), Deputy Chairman of the Federation of Independent Trade Unions of Russia (FITUR) Viacheslav Goncharov, Deputy Director-General of Coordinating Council of Entrepreneurs’ Unions of Russia (CCEUR) Sergey Lukonin, representatives of the Ministry of Economic Development and Trade, Ministry of Labour and Social Development, Russian Tripartite Commission on Regulation of Social and Labour Relations, Audit Chamber of the RF, the State Duma, Social Insurance Fund of the RF, Federal Medical Insurance Fund, workers’ and employers’ associations, ILO Office in Moscow, enterprises, insurance companies and associations, research institutions, centers and academia.

At the meeting of 23 January the ILO Moscow Director Pauline Barrett-Reid made a presentation “International Experience on Three Pillar Pension System”. Ms. Barrett-Reid reviewed the provisions of the ILO Convention No.102 “On Minimum Standards of Social Security” and informed the Working Group members of the social insurance scheme of the United Kingdom. The ILO Moscow Expert of Social Protection Mariko Ouchi presented the Chilean pension system. The ILO Moscow Social Protection and Labour Market Statistics Expert Svetlana Misikhina described the changes in the German pension system. The ILO experts provided the Working Group members with a set of informational and analytical materials.

Jack Langenbrunner, Senior Economist in Health Care of the World Bank presented a comparative analysis of organization and financing of health care systems in various countries of the world.

At its next meeting the Working Group will discuss international experience in three pillar pension systems, as well as proposals to reform mandatory social insurance system in Russia.
