Libyan employers take steps toward stronger representation
Libyan employer organizations gain new skills and tools with support from the ILO

TRIPOLI, Libya (ILO News) –From 27 April to 1 May 2025, the General Libyan Union of Chambers of Commerce, Industry, and Agriculture (GLUCC) hosted a national training workshop in Tripoli to strengthen the institutional capacity of employer and business membership organizations (EBMOs) across Libya.
Organized with the support of the ILO’s Bureau for Employers’ Activities (ACT/EMP) and financial contributions from the ILO Action Programme on Crisis Response and the ILO Country Office for Algeria, the training brought together 18 participants, including representatives from member chambers of commerce, companies, and other key stakeholders.
The workshop aimed to equip participants with practical knowledge and tools to improve EBMO governance, enhance advocacy, expand membership, strengthen communication, and deliver high-quality services to their members. These skills are essential for building more effective and responsive employer organizations capable of representing the private sector in national development and policy dialogue.
Participants came from a variety of regions across Libya, reflecting the country’s geographic diversity. Their presence underscored the inclusive nature of the initiative and contributed to fostering dialogue and cooperation among different parts of the country — a valuable contribution to national cohesion and peacebuilding.
The training also included an introduction to the ILO’s history, governance structure, and normative role, including international labour standards (ILS) and supervisory mechanisms.
GLUCC’s strong logistical support and commitment were instrumental to the success of the event. As the ILO employer constituent in Libya, GLUCC plays a vital role in representing the interests of the Libyan private sector. This training marks another important step in reinforcing its leadership and capacity to support employers in challenging times.
