Launching a Project on Increasing and Improving Jobs Through Socially Responsible Labour Practices
The project will contribute towards encouraging MNEs to contribute positively to economic and social development through socially responsible labour practices in Viet Nam, with a special focus on the electronics sector.

HANOI (ILO News) - When speaking at the project launching on “More and Better Jobs Through Socially Responsible Labour Practices in Vietnam” held October 9th, 2015 in Ha Noi, Deputy Minister of Labour, Invalids and Social Affairs (MOLISA), Ms. Dao Hong Lan appreciated the initiative of the Chamber of Commerce and Industry of Vietnam (VCCI), the Vietnam Electronics Association, and the active support of the Government of Japan. The International Labour Organisation (ILO) is to contribute to the improvement of working conditions and social development in Vietnam. Deputy Lan confirmed that MOLISA will continue to coordinate closely with VCCI, ILO and other relevant parties to implement the project with best results.
The project has been being implemented by VCCI together with the Electronical Enterprises Association with technical support provided by the International Labour Organisation (ILO) and expected to be funded by the Japanese Government for the next 3 years (2015 - 2017). The aim of the project is to raise awareness about the importance of responsible business and to encourage multinational enterprises to contribute actively to socio-economic development through socially responsible labour practices in Vietnam, all while keeping a focus on the electronics industry.
The main activities that will be undertaken are: studies that generate a common knowledge base and serve as an input for evidence-based dialogues in Vietnam and between Japan and Vietnam; awareness raising and capacity building activities; development of a risk mapping methodology for the electronics sector in Vietnam; the sharing of lessons learned in home-host country dialogues.
Since 2012, it is stated that the electronics industry has become the biggest industrial exporter in Vietnam with a turnover of 22.9 billion dollars and this figure rose to 36.2 billion dollars in 2014. Approximately 250,000 employees have been employed in 500 electronics companies. Although multinational enterprises have already contributed to improving the job situation, there is an increasing pressure to demonstrate activity, which shows that they are socially responsible and are contributing effectively to the development of Vietnam.
Ms. Yukiko Arai, senior expert at Multinational Enterprises Programme, ILO Geneva said, “We support tripartite-plus dialogues that lead to joint action plans with concrete measures as well as roles and responsibilities for multinational enterprises, employers, workers and governments of home and host countries. The ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (the MNE Declaration) is the global policy framework for this work. We stand ready to support you, our constituents, in bringing the MNE Declaration to life and implementing it to full advantage.”
Accordingly, the ILO works with its constituents in Vietnam in the area of labour market governance and industrial relations, as well as institution building, which is relevant for a market-based economy. This includes supporting the formulation and implementation of labour laws, the strengthening of the labour administration, building and strengthening the industrial relations institutions, and tripartite labour market partners to improving Vietnam’s competitiveness in the global market.
